THE INCENTIVE AND PRODUCTIVITY ACT   

  

AN ACT relating to the establishing of  a Government Employee Incentive Program  and the creating of  a  COMMISSION to receive, review and reward employees who have NEW ideas that if implemented within our Government shall save TAX PAYER DOLLARS .

ARTICLE 1.     GENERAL PROVISIONS

THE INCENTIVE AND PRODUCTIVITY COMMISSION is hereby established.

The COMMISSION  and its duties are to receive, analyze and make determinations

as to the amount of Tax Dollars that will be saved, if any,  by the institution of any employee’s  new “Incentive Suggestion” that saves Tax Payers Dollars in the creations of/or changes in any governmental program or policy or expenditures relevant  to and or method of operation.  

ARTICLE 2.     

{a]        To be eligible to participate in and receive an  ‘INCENTIVE BONUS”

            the employee must:

             [1]    be actively a member of any Local, State or National Civil Service

 [2]    be an employee of any company or organization working on a

          project or job that is paid for with TAX dollars.

              [3]     be a member of any local , state or National Credit Union or   

                        Cooperative.

              [4]    be a member of the U.S. Armed Forces

  

ARTICLE 3 

Any eligibale  individual  who shall have recognized any waste or redundancy in operation dealing with expenditures of  taxpayer money in any agency,  policy or expenditure that exist may make a “Incentive Suggestion” To the Incentive Commission”    This “Incentive Suggestion” shall detail : 

[a]   the present policy and amount of expenditure involved in the status quo

[b]   the new “change” that is suggested by this employees “Incentive Suggestion’

[c]   The amount of tax dollars that can be saved by implementing this employee I.S.

 

ARTICLE 4. 

Once receipt of an  “Incentive Suggestion” by the COMMISSION the COMMISSION the COMMISSION shall:

[a]  make a “determination” at to the actual dollar savings amount if  

      any that would be realized by this “Incentive  Suggestion” 

[b]  shall rule on the “Incentive Suggestion” as “valid” if any dollars

       are saved or “invalid” if no tax dollars would be saved  by  its      

       implementation.

[c]  in a “valid” case the COMMISSION shall determine and “rule”

       as to  the actual dollar amount of taxpayers savings to be  realized by

       implementing  this “Incentive Suggestion”.   

[d]   Upon  determination and finding of the Actual Tax Dollar Savings,

        the COMMISSION shall  FORTHWITH……issue a ‘Productivity

        Bonus” Check [tax free]  check  to the employee who made the

        “Incentive Suggestion in the   amount of 75%  of the actual Tax 

        Payers Dollar Savings.

[e]   The COMMISSION shall retain 25% of the remaining amount of

        dollar savings in COMMISSION Credit Union or in an interest          

        drawing Productivity Fund utilizing this fund to operate the  day to

        day operations of the COMMISSION.
